Expired passports of Maltese nationals will not be accepted to leave Malta. The authorities will allow nationals of other EU countries with expired passports to leave Malta to return to their country (but carriers may not allow them to board their aircraft or vessel).

Maltese nationals with expired passports will be allowed to return to Malta once the passport authenticity is confirmed, as they have a Constitutional right to enter their homeland.

Nationals of another EU country who present themselves at Malta's borders with an expired passport would be allowed to (re-)enter but they would have to obtain, as quickly as possible, a valid national identity card or passport from their country of origin.
