Support for Enterprises
The Act Regulating a Supportive Environment for Entrepreneurship was adopted with the purpose of creating a more friendly environment for encouraging entrepreneurship and innovation, financing investments in devlopment and improving access to the sources of financing. This act complies with the Programme of measures for encouraging entrepreneurship and competitiveness for the period 2007–2013.

Private Undertakings
In Slovenia, various so-called “incubators” are active, which promote the foundation of new enterprises with a high level of knowledge and high added value. The “incubators” offer offices, all the administrative support for starting a business and permanent consultancy relating to business operations; some of them offer venture capital, as well.

Entrepreneurship Incubator “Smart Start”
The Entrepreneur Centre, CEED Slovenija (Center for Entrepreneurship and Executive Development) offers support to entrepreneurs in the form of training and networking between partners, helping them in the growth of their businesses.
RSG Kapital offers services in the field of venture capital for enterprises in their early phase of development, and advises on searching for the optimum sources of financing.
A club known as the Business angels of Slovenia links up the best Slovenian businessmen who are prepared to invest in ambitious entrepreneurs at the beginning of their company's growth.
The Institution Young Entrepreneur (Mladi podjetnik) offers support to young entrepreneurs in the form of the subsidised service packages.
Public and Private Organisations
Consultancy and detailed information are available at the Chamber of Commerce and Industry. It offers help to members and non-members, although the members are entitled to additional benefits.
The basic activity of the Slovenian Environmental Fund ECO FUND (EKO SKLAD) is offering loans for investments in the field of environmental protection, favourable interest rates for the loans provided, the issuance of guarantees and other forms of surety bonds for investments aimed at environmental protection and consultancy in the fields of financing, economics and technology.
Craftsmen and aspiring craftsmen may obtain advice from the Chamber of Crafts and Small Businesses of Slovenia, which, in addition to issuing craft permits and keeping the Business Register, also provides and maintains information on various possibilities for international cooperation and the new financial schemes for obtaining financial aid.
Public Organisations
The funds will be awarded by public invitation to tender, which must be published in the Official Gazette and on the Portal of the Public Agency for Entrepreneurship and Foreign Investments.
The Public Agency for Entrepreneurship and Foreign Investments promotes business environment by offering comprehensive support services at local level through the network of the operators of local OSS entering points. For 2010 and 2011 the agency published a notice for foreign investors on the Public Invitation to Tender for Awarding Incentive Financing for Starting Investments with the proviso that applicants must offer investment in facilities situated in the Republic of Slovenia. The starting investment means an investment in a new company, the development of an existing company and diversification of products or in fundamental changes in the production process of an existing company.

List of local OSS entering points
The Slovenian Entrepreneur Portal offers information on setting up and managing enterprises, the compulsory accounting operations and information relating to tax matters, as well as how to apply for the (co)financing of start-up activities.
Slovenian Enterprise Fund offers favourable financing of small and medium enterprises in the form of loans, guarantees, subsidies and capital investments.
The Izvozno okno (Export Window) Web Portal offers information on world markets. Information is available free of charge on the website www.izvoznookno.si/ or by phone on the numbers published on the Portal.
Information on the tax system and various incentive financings for investment in research and development are available on the Tax Administration Website.
The Agency of the Republic of Slovenia for public and legal records and services analyses annual reports, research and registers, keeps data on management and loan activities and provides various other services relating to these activities.
Other organisations
The Association of Employers of Slovenia is a commercial interest group (GIZ), which represents and protects the interests of employers, offers consultancy to companies, in particular in the field of employment relationships and participates in collective negotiations among the social partners and in drafting and approving new legislation relating to industrial relations.
The Slovenian Association of Free Trade Unions represents and protects the interests of workers, and participates in social dialogue. Its members have the right to legal and other professional help free of charge.
Access to finance is crucial for setting up and running a business.
