Territorial Approach to Food Security and Nutrition Policies

Despite the substantive progress achieved in the reduction of poverty and hunger and the high rates of economic growth experienced by the developing countries over the past decades, income inequalities and geographic disparities within countries have widened in many instances. The modest results of past policies to address FSN in rural areas, calls for renewed efforts and new policy solutions. In particular, there is a need to shift from top-down, centrally-driven, and narrow sectoral focus to a broader and holistic territorial approach capable of exploiting local assets and opportunities and harnessing the potential of local governments to actively participate in FSN policy-making. A territorial approach to FSN policy is needed to facilitate co-ordination among different sectoral policies and levels of government to make the FSN policy framework broader and more flexible.
