National Action Plan on disability
The UN Convention on the Rights of Persons with Disabilities came into force in Austria on 26 October 2008.

In order to implement this Convention, the Ministry of Social Affairs has drawn up the National Action Plan on Disability 2012-202. On 24 July 2012 it was adopted by the ministerial council. For the coming years, it will be the main strategy of the Austrian government to implement the UN Convention on the Rights of Persons with Disabilities.

The Plan's scope does not stop at the Austrian boarders but includes chapters on international and European action as well as a chapter on the inclusion of persons with disabilities in Austrian development cooperation. With 8 main areas of action and a total of 250 actions the Plan may sound quite ambitious. It covers the policy level, antidiscrimination, accessibility, education, employment, independent living, health and rehabilitation as well as awareness raising and information.

However, many questions remain unsolved: the Plan does not have an earmarked budget for its implementation, indicators to monitor implementation progress are weak and participation of Disabled People's Organisations has to be improved.

To sum up, the development and adoption of the new Action Plan are important steps towards a comprehensive implementation of the UN Convention on the Rights of Persons with Disabilities. Now, it is up to all stakeholders to take the Plan seriously and work together for a truly inclusive society.
