Driving licence renewal and exchange – Bulgaria

Renew your driving licence

As an EU national living in Bulgaria, if you wish to renew your driving licence issued in another EU country you may do so at the traffic police units in the area in which you have your permanent address. This does not entail your having to take a theory or driving test.

A motor vehicle driving licence issued by an EU Member State, by another State which is a party to the Agreement on the European Economic Area or by the Swiss Confederation can be exchanged at a traffic police unit in the area in which the applicant has his or her permanent address upon presentation of the following documents:

  • an application completed on a form provided by the traffic police unit;
  • a certificate attesting that the driver/applicant has the level of physical fitness required of a holder of a motor vehicle driving licence;
  • a declaration that the habitual residence of the person concerned is not in another EU Member State and that he or she does not hold a valid driving licence issued by another EU Member State.

The following fees are charged for a driving licence to be issued within a 30-day period:

  • Fee for issuing a driving licence to persons up to the age of 58 - BGN 25;
  • Fee for issuing a driving licence to persons aged from 58 to 70 - BGN 11;
  • Fee for issuing a driving licence to persons with a permanently reduced capacity for work or a degree of disability of 50% or more - BGN 3;
  • Fee for issuing a driving licence to persons aged over 70 - free;
  • Fee for issuing or replacing a driving licence control card - BGN 2;

A fast-track service is available whereby, for double the normal fee, driving-licence applications can be processed within ten days.

Replace a lost driving licence

In the event of a motor vehicle driving licence being lost, stolen, damaged or destroyed, the holder must report this to the nearest office of the Ministry of the Interior within three days of the relevant occurrence.

For a duplicate to be issued of a driving licence which has been lost, stolen, damaged or destroyed, the following have to be submitted:

  • an application completed on a form provided by the traffic police unit
  • a declaration that the habitual residence of the person concerned is not in another EU Member State and that he or she does not hold a valid driving licence issued by another EU Member State
  • a declaration under Article 17(1) of the Bulgarian Personal Documents Act Implementing Provisions (PIBLD) concerning the alleged circumstances, and the old driving licence if damaged

In the event of a person whose established habitual residence is in Bulgaria experiencing the loss or theft of a driving licence issued by an EU Member State, another State that is a party to the Agreement on the European Economic Area or Switzerland, a Bulgarian driving licence can be issued upon presentation of proof that the person concerned had indeed legitimately acquired a driving licence from the competent authority of the State that issued the one that has been lost or stolen. The country that issued the lost or stolen licence will be informed about the circumstances related to the issuing of the Bulgarian driving licence.

Where a foreign driving licence is exchanged for a Bulgarian one, the licence that has been replaced is returned to the State where it was issued, with the reasons being set out in the accompanying letter.
