Study requires legal mapping, consumer research, IA & suggested amendments to legislation & drafting suggestions. Based on our experience the scope & budget are not matched. Generally, a larger budget would be available for such a study (e.g.€500.000 minimum). Trade-offs will need to be made. To help bidders provide COM with an approach meeting requirements, can COM provide greater detail on expectations regarding Task 3 suggested amendments to legislation & drafting suggestions. How detailed would you expect this to be (if it is necessary). What engagement does COM expect of contractors with COM legal experts? Consumer research is expensive & specific target audiences must be engaged which adds to costs. What engagement does the JRC expect to have in design & review of primary research materials? The timeline seems to be mismatched with budget & tasks. We would expect a study like this this to be 9 -12 months. Can COM tell bidders why the timeline is 19 months?
