The new CEF Digital, for a cleaner, connected and smarter Europe

This Q&A session will focus on “smart funding for smart communities”. Communities all around Europe – both urban and rural - need ubiquitous, very high capacity networks to enable an array of new innovative services and to thrive in the digital future. These services will transform mobility, healthcare, the use of energy, and many other services and sectors, bringing them into the era of the internet of things.

Several EU programmes will continue to co-fund, throughout the upcoming programming period, digital connectivity infrastructure, as a pre-condition to the digital transformation of communities. In particular the digital strand of the connecting Europe Facility, or CEF2 Digital, is a novel instrument supporting such projects. CEF2digital will support, inter alia, Gigabit connectivity and other future-proof digital infrastructure, including 5G networks, in areas where socioeconomic drivers are located. It will also support demand driving initiatives centered around the provision of very high-quality local wireless connectivity to local communities.

The two experts invited to take part of this session will convey their knowledge, including regarding: 

  • The possibilities offered by CEF2 digital for smart community projects, including the potential complementarities and synergies with other EU programmes supporting infrastructure deployments (ERDF, InvestEU) and with those supporting digital services (Digital Europe Programme).
  • The ways to organise projects in such a way to maximise private investment and reduce the public funding per project needed, thereby also maximising, at a higher level, the impact of the available public funding.    

The expertise lies, on the one hand, in organising coherent projects supporting the digital transformation of local communities, looking not only at network rollouts, but also at use cases and applications with the greatest value for communities. On the other hand, expertise will be shared on how to combine grants (if available) with financial instruments and risk capital.
