From a political stand-point, the EC Communication of February 2020 headed by Commissioner Várhelyi on 'Enhancing the accession process - A credible EU perspective for the Western Balkans' called for a stronger focus on core sectors in the political dialogue and better incentivising sectoral reforms in the interests of citizens and business. The EUSAIR and the EUSDR also represent real opportunities for high-level political and policy dialogue with the WB countries, through annual forums and intensified ministerial contacts. Macro-regional strategies are strategic, political, not bureaucratic (through the 3 NOs rule) and reversible. They allow a sector-by-sector integration, and meanwhile promote European presence. Tentative agenda: 1. Introduction by the EC and the Serbian EUSAIR presidency, 2. Preliminary remarks by North Macedonia ambassador. 3. Panel discussion (involving civil society and politicians) 4.Concluding remarks by the EC 5. Networking session

Session summary

The revised approach DG REGIO proposes would strengthen the much needed-feeling of ownership of the process, of acceptance and equality, the lack of which is the strongest argument of anti-EU forces in the IPA countries.

Take away message

The EUSAIR is strategic, political, not bureaucratic and reversible:

  • It allows a sector by sector integration (currently mainly in the areas of environment, climate change, connectivity, energy, transport and innovation). 
  • It builds on participatory approaches which bring together different perspectives in scoping and approaching the challenge, and work both by the level of policy and and that of action on the ground.
  • Findings and financing common solutions require aligning different funding sources too.
