#EURegionsWeekUniversity – EU Funds, Quality of Sub-national Institutions, Rule of Law and COVID-19 Recovery

This panel discusses the challenges and opportunities involved in providing EU funds in response to the recent COVID-19 crisis and beyond. The session introduces new theoretical approaches and datasets to examine the interplay between corruption in EU funds, popular support for intra-EU redistribution and the challenges posed by threats to democratic institutions across Europe. The findings point to the need to strengthen the EU's rule of law to safeguard against the political misuse of EU funds.


This panel consists of four speakers, a moderated discussion and many lively interactions with the audience. The session will start off with three presentations:

  • Session 1: Mihály Fazekas will present the latest findings of the Regional Public Spending Quality Index (NUTS3, 2006-2020), while also offering insights on the corruption risks associated with EU funds.
  • Session 2: Nicholas Charron and Monika Bauhr will showcase new findings from the 2020 European Quality of Government Index on how experiences with public services and public support for intra-EU aid changed after 2017.
  • Session 3: Albana Shehaj will examine how EU funds interact with domestic political factors in recipient countries to shape accountability and the political survival of governing parties.

After the speeches, the moderator will emphasise common themes by asking challenging questions to the speakers. The session will conclude with a structured and interactive Q&A with the audience.
