Members of the European Council held a videoconference on COVID 19 in order to follow up on previous conclusions of 10 March 2020 together with the ECB President, the President of the Eurogroup and the High Representative. The Commission presented guidelines to Member States on health-related border management measures in the context of the COVID-19 emergency. The aim is to protect citizens' health, ensure the right treatment of people who do have to travel, and make sure essential goods and services remain available.

Home affairs ministers were informed of the latest developments at the EU's external borders with Turkey. They also assessed how the measures mentioned in the home affairs ministers statement of 4 March are being implemented. Over lunch, ministers responsible for civil protection issues discussed the coronavirus outbreak, following up on the priorities identified by EU leaders on 10 March.

Presidents Charles Michel and Ursula von der Leyen met President Recep Tayyip Erdoğan in Brussels. The leaders discussed bilateral relations, the implementation of the EU-Turkey statement on migration, security, stability in the region and the crisis in Syria.

Following the publication of a €10 million call in January, the Commission has secured an additional €37.5 million for urgently needed research on COVID-19 vaccine development, treatment and diagnostics. This action is part of the coordinated EU response to the public health threat of COVID-19.
