Uncertain reform call meets structural rigidities: The EU’s Common Security and Defence Policy in 2016

A strengthened and more binding integration of the external security and defence policies of the EU Member States in the coming years could improve their security. For that to happen, the Member States would have to introduce tangible, qualitative steps involving more mutually binding common decision-making in their Common Security and Defence Policy (CSDP).
