EU must play stronger role in global affairs, Mogherini tells Ambassadors

This week HRVP Federica Mogherini addressed the annual meeting of EU Ambassadors on the priorities for putting the EU Global Strategy into practice on the ground.

Speaking in Brussels she said:  "Our first responsibility towards EU citizens is their interests, their values their expectations." To do this she underlined the importance of representing unity on the Global Stage "The world is a dangerous place and the only way in which we can invest in our security and prosperity is if we work together with our partners in the world… because the European Union is a key partner for peace, for stability, for the economy."

Mogherini said that the EU Global Strategy was a response to a Global call for a strong Europe that is engaged in the world. This is why the coming months would be focused on moving the Strategy from Vision into Action. She recalled that "The Strategy is not a paper done for our desks, it has to become action". The EU would focus on three areas in particular to make the Union more credible, responsive and joined up: Security and Defence, Crisis Response and Conflict Resolution and Coordinating Internal and External Policies such as in the field of migration. Reaching out to EU citizens and people around the world would also be a crucial part of turning the strategy into action:

"Let's give a voice to all those proud Europeans who see very clearly why we count and why we deliver for EU citizens and the rest of the world when we act united." She said "and let's give a voice to those who see very clearly that we are not losing sovereignty when we act as a European Union, but we actually regain sovereignty because in the world of today the only way you can exercise sovereignty effectively is together."

Transatlantic Strategy in a World of Disorder

At the upcoming European Council Summit the EU will release its new ‘Global Strategy on Foreign and Security Policy’ that will shape its future global actions as the European project faces striking challenges — both internal and external. In this time of rising uncertainty, the Pew Research Center has conducted a new survey of ten European nations and the United States assessing citizens’ perceptions of international threats, global security and economic engagement, and their country’s role on the global stage.

In light of these two reports, The German Marshall Fund of the United States, in cooperation with Chatham House and the European External Action Service will hold an interactive discussion hosted by Microsoft about the changing role of the EU and the United States in the world. How will the new EU Global Strategy affect the European Union as an actor on the international stage? How can the transatlantic community respond to the imminent challenges it faces? What does public sentiment across the Atlantic tell us about the current state and the future of transatlantic relations?

High Representative Mogherini presents EU Global Strategy for Foreign and Security Policy

High Representative Federica Mogherini today presented the EU Global Strategy on foreign and security policy to EU leaders, meeting in Brussels at the EU summit.

Mogherini was mandated to prepare the new strategy by the European Council in June 2015 and invited to present it to leaders in June of this year. The strategy is the result of an open and transparent process: over the past year, extensive consultations took place with the EU Member States, the European institutions (including the European Commission and the European Parliament), and European civil society at large, including think thanks.

The strategy, under the title Shared Vision, Common Action: A Stronger Europe, has been elaborated under the leadership of the High Representative. It reflects the collective views expressed in the process and offers a strategic vision for the EU’s global role. In these challenging times, both for Europe and globally, the strategy highlights common ground and presents a common way forward.

"The purpose, even existence, of our Union is being questioned. Yet, our citizens and the world need a strong European Union like never before. In challenging times, a strong Union is one that thinks strategically, shares a vision and acts together. This is even more true after the British referendum. We will indeed have to rethink the way our Union works, but we perfectly know what to work for. We know what our principles, our interests and our priorities are. This is no time for uncertainty: our Union needs a Strategy. We need a shared vision, and common action," Mogherini said.
