    From Vision to Action: Making Europe Safer – Getting the EU message across

    The EU Institute for Security Studies, the Austrian Federal Ministry for Europe, Integration and Foreign Affairs, the Austrian Federal Ministry for Defence and Sports, in cooperation with the Centre for Liberal Strategies, will host a workshop in Vienna on 5-6 December 2016. Participants will discuss concrete elements of strategic communications when it comes to EU foreign policy and focusing specifically on security and defence in view of the forthcoming December European Council.

    EU Foreign and Defence Ministers agree on plan to strengthen Security and Defence

    High Representative Federica Mogherini proposed an Implementation Plan on Security and Defence in order to turn into action the vision set out in the EU Global Strategy.

    The Implementation Plan focuses on three priorities: enabling the European Union to respond more comprehensively, rapidly and decisively to crises; enhancing further the security and defence capacities of our partners; and strengthening the European Union's capacity to protect European citizens.

    The Plan also describes a set of concrete actions, including improving the EU’s Rapid Response to crises, strengthening coordination between civilian and military structures, setting up a Coordinated Annual Review of Defence spending, and exploring the potential of a Structured Cooperation among Member States on security and defence.

    This Plan will go hand in hand with proposals by the European Commission to strengthen the Union's industrial base as well as the implementation of the EU-NATO Joint declaration. The three initiatives form part of a package to make Europe safer and more secure in full complementarity with NATO.

    The Plan has been welcomed by EU Foreign and Defence Ministers, who gathered in Brussels on 14 November 2016. It will be further presented to EU Heads of State and Government at the next European Council in December 2016.

    EU Foreign Ministers adopted common conclusions on implementing the EU Global Strategy

    On 17th October, EU Foreign Ministers meeting in Luxembourg adopted common conclusions on implementing the EU Global Strategy. Priorities are among others, Security and Defence, an Integrated Approach to Conflicts and Crises, building resilient societies and institutions at home and abroad, as well as linking internal and external policies, for example in fighting terrorism.

    Three sustainable development proposals that contribute to the implementation of the EU Global Strategy

    On November 22, High Representative/Vice President Federica Mogherini gave remarks at a joint press conference with First Vice President Frans Timmermans and the EU Commissioner for International Cooperation and Development Neven Mimica.

    Together they presented three elements of an adopted package on sustainable development: 1) a communication on the Agenda 2030, 2) a communication on the EU Consensus for Development, and 3) a new partnership with Africa, the Pacific and the Caribbean – the ACP of the Cotonou Agreement.

    All three proposals contribute to the implementation of the EU Global Strategy.

    The Future of EU-NATO Cooperation

    Today, 21 November 2016, the German Marshall Fund of the United States and the Permanent Representation of the Republic of Poland to the EU are hosting a seminar on "The Future of EU-NATO Cooperation". The seminar includes a Joint-Key Note Address by Witold Waszczykowski, Polish Minister of Foreign Affairs, Federica Mogherini, EU High Representative for Foreign Affairs and Security Policy, and Rose Gottemoeller, NATO Deputy Secretary General to discuss the key opportunities and obstacles that could be found on the path towards greater EU-NATO cooperation.

    EPSS Guest Lecture - The EU Global Strategy: From Vision to Action

    This June HRVP Federica Mogherini presented the EU Global Strategy to the Union's heads of state and government. Since then, rapid steps have been taken towards implementing the strategy at a time of global turbulence. A major milestone was the Foreign Affairs Council of 14 November where Member States agreed on a common path to strengthen the Unions Security and Defence policy.  This lecture will give insights into European strategy making in times of crisis and outline the concrete policy steps we can expect as a follow up to the strategy.

    EU Global Strategy: A tool for better international ocean governance

    On 10 December 2016, the Commission and the High Representative for Foreign Affairs and Security Policy, Federica Mogherini, adopted a Joint Communication on the EU's contribution towards safe, secure, clean and sustainably managed oceans. The Joint Communication sets out an agenda to improve the international ocean governance framework, reduce human pressures on oceans and create the conditions for a sustainable blue economy, and strengthen international ocean research and data.

    The EU's role in promoting safety and security, global maritime growth, and global governance through bilateral, regional and multilateral partnerships is underpinned by the EU Global Strategy on Foreign and Security Policy. The Joint Communication aims at linking internal and external security dimensions of good ocean governance.

    Swedish Institute of International Affairs (UI) discussion on implementing the EU Global Strategy

    On October 31, the Swedish Institute of International Affairs (UI) arranged a discussion on the state of EU foreign and security policy and the implementation of the EU Global Strategy. Participating were Constanze Stelzenmüller, Robert Bosch Senior Fellow at Brookings Institution, and Christian Mölling, Senior Resident Transatlantic Fellow at The German Marshall Fund of the United States (GMF).

    Special Adviser Nathalie Tocci's article on the EU Global Strategy

    Nathalie Tocci, Special Adviser to EU HRVP Federica Mogherini and Deputy Director of Istituto Affari Internazionali (IAI), wrote an article discussing the EU Global Strategy for the latest edition of Europe's World. In her article, she outlines the tough decision to publish the EU Global Strategy in the wake of Brexit, as well as the key next steps for successful implementation in an EU without the United Kingdom.
