    The event will cover the internal and external security dimensions in the EU in general and through various panels focus more specifically on: Fighting Terrorism and Radicalisation; Managing sustainable migration flows; and Cooperation in countering organised crime.

    High Representative advocates unity in aftermath of recent terrorist attacks

    On 26 November High Representative/Vice President Federica Mogherini gave a keynote address on countering terrorism. Speaking at a conference in Barcelona, Mogherini stressed that "the times we live in call for unity and for rationality … The hatred we are facing – in Paris as well as in Bamako, in the skies of Egypt as well as in Beirut, let alone in Syria and Iraq on a daily basis - such hatred has shocked not just our continent, but the whole world."

    "We know the objective of Da'esh" Mogherini said in Barcelona. "They are trying to divide us… they want our citizens to look at each other with fear and distrust. The terrorist also want to divide us from our Arab and Muslim friends … They want to divide the international community."

    In the midst of crisis, Mogherini stressed the need to stay united and adopt a rational and effective way to combat terrorist threats. "There is one mistake we must not make, one mistake we cannot afford today. We cannot act impulsively. We cannot act without a strategy, a vision of what we want to achieve and how we can get there. That is exactly what we are trying to do drafting a new European Global Strategy."

    Mogherini also stressed the important role of the strategy in reaching out to citizens and highlighting how foreign and security policy can address their hopes and fears. "Today foreign policy is no longer what happens in a faraway place. It affects our own life everyday … This strategy is not just about foreign policy, it is about us as Europeans. About who we are, how we work together and what we share as Europeans."

    In closing, the High Representative stressed the need to rightly address the crises Europe and the world is currently facing. "Europe has always grown in moments of crisis … and I believe we can get out of these times much stronger and more united than we have ever been. It's up to us!"

    The High Representative's speech opened a day of discussions among key policy makers and senior experts on how best to tackle terrorism. Mogherini was joined by Spanish Foreign Minister Jose Manuel Garcia-Margallo y Marfil.  The conference was organised by Real Institute Elcano and the European Institute for Security Studies in the context of the public outreach on the EU Global Strategy for foreign and security policy.

    ENP Review: stronger partnerships for a stronger neighbourhood

    Through its European Neighbourhood Policy (ENP), the EU works with its southern and eastern neighbours to achieve the closest possible political association and the greatest possible degree of economic integration. The policy helps the EU to support and foster stability, security and prosperity.

    The ENP was launched in 2004, to help the EU support and foster stability, security and prosperity in the countries closest to its borders. The EU remains committed to these goals, but events of recent years have demonstrated the need for a new approach, a re-prioritisation and an introduction of new ways of working.

    The EU carried out a review of the policy including public consultation from March to July 2015 with partner countries, international organisations, social partners, civil society and academia. More than 250 contributions were received.

    On 18 November 2015, the High Representative for Foreign Affairs and Security Policy and the European Commission presented the main lines of the review of the ENP, spelling out the Union's new approach to its eastern and southern neighbours.

    "We should switch from the idea that the European Union is at the centre, surrounded by the neighbouring countries, to the idea of a new partnership based on cooperation", said Mogherini. "A stronger partnership with our neighbours is key for the European Union, while we face many challenges within our borders and beyond," Mogherini added. "We are confronted with threats that are global and have to be tackled by the international community in a united way. We have to build together a safer environment, try to solve the many crises of our common region, support the development and the growth of the poorest areas, and address the root causes of migration."

    Mogherini singled out the five pillars of the work that has started: "First, focus on economic development and job creation; second, cooperation on energy; third, security; fourth, migration; fifth, neighbours of the neighbours". The measures set out today, underlined Mogherini, "seek to find ways to strengthen together the resilience of our and our partners' societies, and our ability to effectively work together on our common purposes".

    In the reviewed ENP the EU will focus on areas that matter most. The stabilisation of the region, in political, economic, and security related terms, will be at the heart of the new policy. The EU's own stability is built on democracy, human rights and the rule of law and we will continue to make the case for these universal values.

    The review of the European Neighbourhood Policy is closely coordinated as part of the broader work on the EU Global Strategy on Foreign and Security Policy.

    EDA Annual Conference “European Defence Matters”

    On 16 November 2015, the Head of the European Defence Agency, High Representative and Vice-President of the European Commission Federica Mogherini will give a special address to the EDA Annual Conference. The conference “European Defence Matters” will gather around 400 high-level speakers and participants. Frontline actors of defence cooperation as well as leaders from the military, politics and industry will engage in highly interactive panel debates and keynote speeches with plenty of opportunities for the audience to contribute to the discussion.

    High Representative stresses need for Global strategy at Keynote address in Brussels

    In a keynote address to the Annual Conference of the European Defence Agency High Representative Federica Mogherini spoke about the need for strategy in times of crisis such as the recent terrorist attacks that ravaged Europe and other parts of the world.

    "We meet in one of the darkest moments our European Union has ever lived." Mogherini said in Brussels.  "What happened last Friday in Paris will stay as a scar in our European memory …The terrorists have targeted once again the very heart of Europe. They also targeted Beirut, Turkey, Egypt; they target Iraq and Syria every day. They targeted our daily life, our nights out, our freedom, our values."

    The High Representative particularly stressed the need to face the challenge of terrorism united, within societies, in Europe and globally as terrorism was a threat that attacks all, and not to be torn apart by the recent attacks: "We know what they are trying to do. They want us to look at each other with suspect. They want us to be afraid of those of a different colour, or who speak with a different accent. They play on our fears to tear our societies apart. Our societies will not be destroyed by “the other”; they can only be hurt by our fear of the other."

    Speaking to a crowd of Security and Defence specialist and key policy makers, Mogherini stressed the importance of ongoing work on an EU Global Strategy to guide the Union's action not least in the field of security and defence. "The threat posed by terrorists of all kinds is a matter of security and defence. And all of you, in the defence community, will agree with me when I say there is one mistake we must not make, one mistake we cannot afford today. We must not and cannot act without a rational strategy, a vision on what we want to achieve, and how we want to get there."
