Training on Budget Support in Ethiopia, 6-10 February 2017

This 5 day residential course will focus on the design and the implementation of Budget Support (BS) contracts within the new cooperation context of the EU as elaborated in the Agenda for Change, the Communication of the EU on BS and the 2012 guidelines of Budget Support. It will focus on Sector Reform Contracts (SRC), the only form of BS currently provided in Ethiopia and include specific aspects of policy dialogue and issues related to the provision of BS decentralised countries.

At the end of the course it is expected that participants will be better equipped to understand the basic elements of BS and how to design, implement and monitor budget support programmes. In particular the participants will be acquainted with the importance of the contextual analysis and the tools to carry it on, the formulation of the intervention logic, and with the rationale behind the 4 eligibility criteria (public policy, policies oriented towards macroeconomic stability, public finance management and budget transparency) as well as with the importance and the tools to assess and monitor progress during implementation.

The course will rely heavily on presentations, case studies and exchange of experience among the participants.
