EC Advanced seminar DLG 2012_Session 2.0: Key messages from Day 1

This presentation sums up the key messages of the seminar's first day.  Participants raised several "existential questions": Why should donors care about decentralisation and local governance?  Do we properly understand the politics and dynamics of decentralisation processes? Is decentralisation the right thing to do in all countries at the same time?  Why do we support decentralisation?  What is the role of donors/the EU in supporting decentralisation?  The presentation provides some elements of response....
