On 6 April 2016, the *Third International Symposium “Perspectives on ICT
for Development (ICT4D*)” will be hosted by the VU Network Institute, the
Netherlands Research School for Information and Knowledge Systems SIKS [1],
the Computer Science Department and VU International Office. This year’s
theme is “Community Service & Education”. Invited speakers from India,
Ghana, South-Africa and the Netherlands will highlight the theme, presenting
case studies from various contexts: rural development, health, and education.

ICT4D is the fast growing field of practice and study how Information and
Communication Technologies (ICTs) can contribute to social and economic
development in developing and emerging countries.
After the first very successful “Perspectives on ICT4D” Symposium in
Amsterdam with over 100 international participants in May 2014, we organize a
second one – like last year, also as a special event as part of the ICT4D
master course in Amsterdam. The central theme for this year is: Data 4
Development. Big & Open Data is hot in western advanced countries, but how is
it in the developing and emerging world?

Adama Tessougué is a journalist at Radio Sikidolo in Konobougou, a small village about 150 km east of Bamako in a rural region of Mali. Adama’s voice is famous  as he informs and entertains at least 50.000 listeners in the 39 surrounding villages every day.

Ever increasing numbers of people are connected through the World Wide Web.
The digital highway makes information rapidly and widely accessible. Thanks
to social networks, we are constantly aware of all kinds of events – from
the smallest details to world news – and we are able to share a wealth of
personal information. Meanwhile, intelligent machines are collecting and
sharing data about us. The pace of progress is rapid but also raises
questions. How does digitization affect our social contacts? What happens
when computers know more about us than we do ourselves? How can we protect
our data from cyber criminals? Can lack of access to online resources lead to
exclusion and inequality? What impact is the global network society having on
our cities, our heritage and our religious experiences?

This VU Amsterdam anniversary conference brings together computer scientists,
humanities scholars, economists and social scientists and challenges them to
focus on our network society and present their visions for the future. The
result is a programme of innovative projects, debates and workshops.

Web of VOICES - Inclusiveness. Can the Web be expanded for the inclusiveness
of 4,5 billion people? To do so, important obstacles have to be overcome,
such as illiteracy, language and access channels. VOICES wants to extend the
Web with speech modality, and to make it accessible using the existing
communication channels (radio, mobile phone) and the locally spoken
languages.
