How can partners address capacity development and what can you do to support them in the early stages of such processes? This is a key issue that underlies all European Commission efforts towards sustainability of development and aid effectiveness.

An emerging international focus on the thornier issues surrounding capacity development, recent in-country pilot experiences and the EC’s ‘Toolkit for Capacity Development’ may help us in seeking answers to these questions. This includes a stronger focus on making the change readiness of partners a key parameter for deciding the ambition level for CD efforts.

This concept aims at making the broad - and somewhat unwieldy – concept of ownership more operational. The Toolkit for Capacity Development has several tools that helps assessing change readiness, all of which are available on capacity4dev:

Toolkit 5 - Political Economy and Stakeholder Analysis

Toolkit 6 - Change Management

A recent presentation of these tools at EuropeAid headquarters provided an opportunity for staff to exchange ideas and experiences of putting policy into practice, including from a recent capacity development learning event in Vietnam.
