Show previous commentsI could not find the words "people", "end users", and other words related to the people of the target countries and how they benefited or not from the various programs being evaluated.
I could not find a simple statement about what "development" really is.
I found the report rather "lofty" in the sense that it is multiple layers of stakeholders away from the "ground" where action really matters.
I think we are sorely in need of a ""down to reality" approach to development and to the evaluation of its impact on people, their living conditions and the dignity of their lives under the undefined concept of "development".
Sadly I am not surprised that evaluations are not turning into lessons learned. The process is too complex and leave out the real targets of the development - the people! It needs to be simplified to the KISS level. Please!
