Opportunity-driven Skills and VET in Africa (OP-VET)
The Transformational Potential:
- To achieve a systemic and sustainable change with the potential for large-scale impact in the area of employment creation in support of investment and value chains development.
- To strengthen human capital through VET and skills development so as to train young people in a way that responds to the opportunities of the labour market, starting from the concrete needs of the private sector and to improve local benefits.
The Team Europe Proposal:
1. A Technical Assistance (TA) facility (VET Toolbox III) to provide support to VET And skills development on demand:
- Orient country level interventions towards inclusive opportunity-driven approaches for decent employment.
- Address VET needs for local companies aiming at integrating their business into regional and global value chains.
- Support interventions facilitating technology transfer.
- Enhance dialogue on employment-oriented interventions between private and public stakeholders.
- Strengthen resilience and a socially just transition.
2. A platform enhancing partnerships and stimulating knowledge exchange within Africa and between Africa and the EU on strengthening public private partnership in VET to:
- Scale up promising initiatives and develop new interventions.
- Strengthen regional partnerships.
- Capture lessons learned and Increase visibility for good practices.
3. Mobilization of forthcoming Erasmus+ partnerships to strengthen sharing of experiences on PPP in VET systems, tapping into the good experiences with this in Europe.
The initiative will use a gender responsive lens and address marginalized groups (disabled, migrants, rural) for an inclusive and comprehensive approach to VET and skills development.
