DEVCO Social Protection response to the social impact of COVID-19

In support of governments’ efforts to alleviate the health, social and economic repercussions of the COVID-19 pandemic, DEVCO reacted quickly to address these pressing needs. The European Commission offers tailor-made technical assistance on adapting and improving the national social protection system to enabling immediate and efficient delivery of benefits.

An increasing number of partner countries are expanding their social protection programmes or putting new ones in place. However, various challenges like incoherent cross sector (e.g. between social protection, health, nutrition) and financing policies persist. Supporting Social Protection systems have gained significantly in importance to help softening the social and economic impact of the Covid-19-crisis.

Technical Assistance provided

The response to the COVID-19 pandemic continues to require urgent action to increase social protection and support people throughout the crisis. As many countries are adapting and/or scaling up existing programmes or introducing new measures, they are often seeking technical guidance for the design, costing, financing and implementation of the COVID-19-response actions.

Therefore DEVCO responded by providing short-term advisory services including financing assessments sector policy advice, awareness building, delivery systems design, addressing special target groups and advice on different Social Protection instruments. 

Thematic Flagship Programme 'Improving synergies between Social Protection and Public Finance Management'

DEVCO’s thematic programme 'Improving synergies between Social Protection and Public Finance Management' has partially redirected its support to the eight priority countries (Angola, Burkina Faso, Cambodia, Ethiopia, Nepal, Paraguay, Senegal, Uganda) in alignment with these countries´ COVID-19 strategies , where needed. Through a call for concept notes, additional 10 partner countries (Bangladesh, Cabo Verde, Cote d’Ivoire, Ecuador, Malawi, Myanmar, Nigeria, Peru, Sri Lanka, Togo) are now benefiting from this support. 

The overall programme seeks to enhance policy coherence in the design and financing of social protection and increase political recognition of its potential and longer-term resilience to shocks.

Started in April 2020, this €23.2 million global action implemented by ILO, UNICEF and the Global Coalition for Social Protection Floors will last for 44 months.
