On the occasion of the 27th SPREP Meeting, SPREP and FAO in collaboration
with SPC and the CBD Secretariat, with funding support by the European Union,
are organizing a panel discussion to inform the preparation of the Technical
Guidance Document above-mentioned on Mainstreaming Ecosystem Services and
Biodiversity in Agricultural Production and Management to Minimize Dependency
on Agrochemicals in the Pacific Islands.

The panelists represent Pacific island countries (PICs) where agricultural
production and the increase use of agrochemicals have been identified as a
major threat to the loss of biodiversity and ecosystem services in their
National Biodiversity Strategy and Action Plan (NBSAP).

The National training workshop - Policy Dialogue on Mainstreaming Ecosystem
Services and Biodiversity in Agriculture in Samoa, is being co-organized by
FAO and the Ministry of Natural Resources and Environment (MNRE) in
cooperation with the Ministry of Agriculture and Fisheries (MAF), the
Secretariat of the Pacific Regional Environment Programme (SPREP), the
Secretariat of the Pacific Community (SPC) and with technical support of the
CBD Secretariat. The national training is aimed at facilitating the uptake of
ecosystem services and biodiversity as key component of healthy agricultural
production and management systems in the implementation of Samoa’s National
Biodiversity Strategy and Action Plan (NBSAP) and the National Agriculture
Sector Plan (NASP), in the context of the Samoa Development Strategy (SDS).

UNEP organized and convened in Brussels, Belgium from 11 to 13 February 2014,
the Inception Meeting of the ACP MEAs Programme on Capacity Building related
to Multilateral Environmental Agreements (MEA) in African, Caribbean and
Pacific (ACP) Countries – Phase II.  The 3-days meeting was held at the
ACP Secretariat and was attended by 35 participants representing the European
Commission (the donor), the ACP Secretariat as the Chair, UNEP as the
coordinator and facilitator of the Programme, the UN Food and Agriculture
Organization (FAO) and all the implementing partners, including the Regional
Hubs, some relevant MEA Secretariats, UNEP MEA Focal Points and some selected
NGOs as per the list of participants attached.  

The purpose of the meeting was to initiate Phase II of the ACP MEAs project
by:  

1)Ensuring that the participants had a good overview of the aims and
structure of the ACP MEA Programme;

2)Ensuring that the participants were familiar with and shared a common
understanding of the approved Contribution Agreement and that they were aware
of the next steps to complete the programme work plans and the log frames for
implementation of Phase II ;

3)Identifying and  clarifying areas of collaboration among regional hubs and
Component 2 Partners;  

4)Building communication and coordination amongst programme partners for
effective and efficient implementation of the Programme.

officials to mainstream proposals on Green economy projects and
implementation of the Samoa Pathway (SIDS) in Vanuatu, March 2-6th. The event
was attended by 26 participants.

The objective of the workshop was manifold, including the preparation of the
pacific region for effective participation in COP 11, improved negotiation
involvement and strengthened regional viewpoints. The workshop was also the
occasion to introduce training tools (esp. the CMS Family Manual), improve
the visibility of the region during the COP11 and increasing the membership
of Pacific countries to the CMS & other instruments (Sharks, Pacific
Cetaceans MoUs). 

In terms of results, the activity enhanced regional capacity for CMS
implementation activities and promoted regional implementation and support
mechanisms in the Pacific. The establishment of informal working groups on
improving implementation and ecological networks across the region (examples
of sharks and rays, and turtles and seabirds) was also a milestone.
