The seminar has three major goals:  1) Clarify the concept of Territorial Approach to Local Development as an analytical framework that can be understood as the missing link between decentralization reforms and development outcomes. 2) Sharpen the understanding of the participants of the political economy of decentralization reforms (DR) in the region, and the conditions under which the reforms may lead to improved local governance (LG) and genuine local development (LD). 3) Recognize the opportunities and constraints that EU delegations may face in promoting Territorial Approach to Local Development (TALD), because of the context in which they operate, the demands of the EU aid management cycle and the aid modalities available to them.

Pacific Non-communicable Diseases Summit:

Pacific Islands’ leaders and ministers, and officials from regional and
global development agencies, will gather in the Kingdom of Tonga from 20-22
June to consider urgent action to address the region’s non-communicable
diseases (NCD) crisis.

The first ever Pacific NCD Summit is a collaboration between the Government
of Tonga and the Pacific Community (SPC), supported by the Australian
Government, the New Zealand Aid Programme, World Bank, World Diabetes
Foundation, World Health Organization and the United Nations Development
Programme (UNDP).

Through the GCCA and geographical programmes, the EU provides assistance for
climate change across the world with a special focus on LDCs and SIDs.

The EU is thriving to make climate change support effective, helping
government partners to integrate climate change into national development
planning and budgeting and piloting budget support. In doing so, it ensures
full alignment with country's strategies and systems and long-term
institutional strengthening. Through this focus, the EU is also helping
countries increasing their absorptive capacities and preparing to receive
long-term climate change finance, paving the way for long-term climate
compatible development. It also serves as catalyst to further integrate
climate change into EU regular development aid, thereby creating a multiplier
effect.

As the future of the GCCA is being shaped, the side event will bring to the
table voices from developing countries on early results, lessons learned and
priorities for the next years.

Pacific Agriculture Policy Project

Context

In contrast to the lack of visibility accorded to Tonga’s Agriculture
sector in mainstream media, the Tongan economy attributes approximately 23%
of its annual GDP1 to the sector with over 60% of its population involved to
some extent in farming or agriculture based activities.

The International Fund for Agricultural Development (IFAD) in its promotion
of country-level policy engagement, identifies several factors as
contributing to stagnant growth of Tonga’s Agriculture sector (between 2005
and 2012) which included outmigration of rural populations and an ageing
farmer population.

The Tonga Agriculture Sector Plan (TASP), presents the vision and priorities
of the sector to contribute to Tonga’s economic growth and sustained food
security in light of changing world economic factors, and climate change. The
TASP informs policy dialogue amongst a range of stakeholders from both the
public and private sectors. The TASP will also be the focus of donor
discussions during a roundtable coordinated by Tonga’s Ministry of Finance
in July, 2016.

Media as a significant stakeholder group in policy engagement amongst key
public and private stakeholders, is undervalued. In consultation with the
Pacific Islands News Association, it was determined that there has been no
previous capacity building of media in either Tonga or the Pacific region, to
either access information available on agriculture policy or to effectively
report on the sector.

In Communications for Development, Media has the potential to promote (as
well as attract)development aid and the impacts of development assistance, to
empower citizens at the community level such as farmers to effectively
contribute to policy dialogue, to coordinate and support information
dissemination by communications professionals and development partners, and
to support implementation of development assistance by making information on
this more accessible through to the grassroots level.

The establishment of the first online repository for agriculture policy in
the Pacific, the Agriculture Policy Banks (APBs) for each of the 15 Pacific
ACP countries by the Pacific Agriculture Policy Project (PAPP) is a key
mechanism warranting more effective exchange of information and national
outreach on agricultural policy.
