This participants’ kit gives an overview of governance assessment tools, the impact of their results on policy and the potential for increased aid effectiveness of joint local governance assessments based on the case of Rwanda.
Ghana’s reviewed decentralization policy is likely to bring about incremental rather than transformational change. In the authors’ view, extensive decentralisation would be likely to exacerbate problems rather than solve them.
