Decentralisation Reforms - Local Governance Local and Territorial Development Over the last two decades a shift in the understanding of decentralization has occurred, opening the way to a greater, more proactive, developmental role for Local Authorities. This has opened the way to a new understanding of Local Authorities as political actors (i.e. self-government mechanisms of a local political constituency) which are mandated to both help implement national policies in the localities and develop and implement their own local policies, programs and projects and not just “managerial” entities for delivery of a specific set of services. As a consequence Local Authorities are increasingly seen as critically important partners of central governments, who could both implement and supplement national development efforts.

This 3-day course is directed to staff of DPs and implementing partners
working in on decentralisation and local governance. It is free of charge.
Specific topics that will be discussed in this training are: Local/ Regional
development and their linkages to national decentralisation reforms,
political economy anaysis, sector decentralization and systemic approaches,
equitable and inclusive governance in decentralisation reforms as well as
joint support options.

Unit B2 “Civil Society and Local Authorities” is organising an *Inception
Seminar* on 7-8 November 2013 on “Management of the Project Cycle and
Monitoring of Project Implementation”: for the Beneficiaries of new
projects (of Calls for Proposals 131140, 131141, 131142 and 131143

The *overall objectives *of the Seminar are to contribute to (i) a better
project management by the Grant Beneficiaries under the NSA/LA Programme, in
consistency with the principle of aid effectiveness; (ii) the improvement of
knowledge on the roles of Project Managers and EC Task Managers; (iii) the
enhancement of cooperation and coordination among on-going projects and (iv)
exchange of experiences.

The Hague Housing Conference is a think tank to share ideas, network and
cross-fertilize with global housing experts. The Housing Challenge –
Quantity AND Quality. Rediscovering Housing Possibilities: Could less be
more? In 2013 IFHP celebrates 100 years of operations. In determining our
content focus for the Centenary year and beyond, IFHP has identified
‘housing’ as a major theme, as it is once again, due to the financial
crisis and other major developments in society, a major, long-term theme
involving a multitude of issues. There is a need for a new thinking about
present and future housing policy and its implementation. The major activity
in IFHP’s Centenary calendar concerning the housing theme is The Hague
Housing Conference. The intention is that this will be the first in a series
of annual conferences in The Hague which will bring together policy makers,
practitioners and researchers in the field of housing to share and compare
practical experience, ideas and knowledge in the search for solutions for
shared issues and problems.
