Background

Could development professionals at the European Commission improve their efforts in developing capacity by drawing some lessons from experiences in the private sector? Consultants Paul Beaulieu and Robert LeBlanc, think they could.
The preparation of the Backbone Strategy included comprehensive consultations with EC Delegations and EU Member States. Different reviews of on the different procedures used when providing technical cooperation were also prepared. 1. Early this year, as part of the so called External Assistance Management Report (EAMR), all delegations were asked to map their significant ongoing technical cooperation support and major features of Programme Implementation Units. A first summary of this mapping exercise has now been prepared.   The mapping exercise is summarised in five findings:

The Director General of EuropeAid, Koos Richelle, has circulated the new Guidelines on Making Technical Assistance More Effective and urged staff across the European Commission to take a leading role in implementing technical cooperation reform. "Your dedicated involvement and leadership are critical to achieve, in the coming months, tangible improvements in the way TC programmes are designed and managed," said Mr Richelle in an instruction note to staff and delegations.
The impact of Technical cooperation (TC) delivery in Mozambique is unsatisfactory and strategic and coordinated planning of TC is urgent required. This, in a nutshell, is the general consensus that came out of a series of meetings attended in March 2009 by Ms Manzitti, with EC Delegation staff, EU Member States and represtative of the government of Mozambique.
As part of the Backbone Strategy, EC Delegations have screened ongoing and forthcoming technical cooperation operations and PIUs against key quality criteria. A mapping grid has been sent to Headquarters by Delegations at the end of January 2009. A consolidated picture of technical cooperation emerged from this exercise showing the diversity of situations major challenges for quality improvements.

Development cooperation between the European Commission and the Government of Suriname has hit a rocky patch of late. But the small South American nation is forging ties with the Asian economic giant, China that could offer some alternatives to the EC’s technical cooperation, according to Volker Hauck and André Debongnie, who facilitated a TC learning event in Suriname in October.
