Eighteen self-declared ‘Fragile States’ have endorsed the New Deal, and its process is already being implemented in Timor Leste, South Sudan, Sierra Leone, and Liberia. On September 16th, at a conference in Brussels, the Somali Federal Government and international community endorsed the Somali New Deal Compact, with pledges of € 1.8 billion. EuropeAid’s Timothy Baines was instrumental in getting the Compact in place, and shares his insights.

When development partners met in Busan, South Korea in 2011, one of their aims was to make aid more effective. The event launched the Global Partnership for Effective Development and Cooperation, underpinned by the principles of country ownership, focus on results, inclusive partnerships, transparency and accountability. The EU also committed to Joint Programming, where donors ensure they are targeting complementary sectors, such as education, health or infrastructure. Over three years later, this effort is well underway.
Last October, Marcus Cornaro left the Directorate General for International Cooperation and Development (DG DEVCO) to take up a new post as Ambassador and Head of the EU Delegation to South Africa. In this interview he shares some of the challenges of working in a graduating country and how South Africa can serve as an example to the region.
