A new ingredient in the development effectiveness debate is intercultural competence – that is, the ability to overcome challenges posed by working with colleagues and partners from different cultural and linguistic backgrounds. The aim is to turn diversity into an asset.
The European Union and its Member States have kept their place as the world’s leading aid donor, contributing €68 billion in 2015. They have recently begun to present a united front, pulling together their combined resources and analysis into a coordinated response to partner countries’ development plans. We look at how this joined-up European approach is working in Cambodia, Laos and the Republic of Moldova.
Development Progress is a four-year research project supported by the Bill & Melinda Gates Foundation, and executed by the UK-based Overseas Development Institute (ODI).  It aims to measure, understand and communicate where and how development progress has happened to better inform policy makers and practitioners. Interim findings were presented at a well-attended session during the European Development Days 2013.
Effective capacity development involves understanding and supporting change management processes, according to consultants Carole Pretorius and Nico Pretorius who took part in a special capacity development workshop in Brussels recently.

Capacity development and sustainable results are the key objectives of all European Commission assistance to partner countries, but traditional technical cooperation is not the default route for getting there. In India, the EC delegation found an alternative way to respond to government demand.
A leading Afghanistan expert provided key advice related to aid delivery and institutional support in Afghanistan at a conference named “Corruption in Afghanistan: What do we know, how do we go forward?” held in Brussels at the end of last year.
