The European Commission's experience in Haiti in support of a government-wide strengthening of the executive branch provides an encouraging example of government-driven donor co-ordination and an imaginative approach to capacity development and technical co-operation in a fragile or post-conflict environment.
In Brussels on May 15th 2013, an international donor conference, organised by the European Union and France together with Mali and entitled “Together for a new Mali”, mobilised €3.25 billion of financial commitments and pledges for that country. Capacity4dev.eu looks at how it has been possible for the EU Delegation to Mali to continue to carry out development projects in the face of a security crisis.
Guinea recently emerged from decades of authoritarian government and a period of instability to hold, with strong support from the international community, the country’s first ever credible polls heralding a new beginning for one of the world’s poorest countries.
In war-torn Afghanistan, technical assistance has been the standard recipe for getting quick results in a situation with limited government capacity. It has at best been a double edged sword, write Micha Ramakers and Nils Boesen after a recent learning event on technical cooperation in the capital, Kabul.On the other hand, they find that the TC reform is highly relevant even in this most fragile of situations.
