This edition of the conference [1] will pay special attention to working at
scale, mainstreaming innovations, and sustaining investments for greater
impact.

Recording of rights for all is increasingly within reach, with services
becoming more affordable and appropriate, making tenure more secure.
Technology innovations make geospatial data increasingly accessible, along
with the growth in capacity to automate processes and manage information,
consumer feedback, and electronic payments. Experience with managing
systematic registration at-scale and fit-for purpose approaches,
participatory mapping, and other forms of crowd sourcing are expanding. The
question is no longer whether it can be done but to guarantee inclusiveness,
sustainability, reliability, keeping systems current, building capacity and
to ensure that better land information and more tenure security contribute to
wider societal goals.  Achieving change requires policy space, leadership,
courage and sustained effort over time. In particular, land needs to be fully
integrated in country strategies, supported by the Finance and Development
Ministries in order to transcend policy cycles.

The above is the tentative title of a session [1] by the Global Donor Working
Group on Land at the 2016 World Bank Conference on Land and Poverty. At this
session, the donor community will share the results of studies recently
carried out to analyse key leverage points for better land governance
(technologies, country partnerships, engagement with the private sector and
coherence across donor governments) and to scope opportunities for
investments.

To support capacity development, and dialogue among practitioners, EuropeAid
Unit B2 “Civil Society and Local Authorities” is organising an *Inception
Seminar* on 7-8 November 2013 on “Management of the Project Cycle and
Monitoring of Project Implementation”: for the Beneficiaries of new
projects (of Calls for Proposals 131140, 131141, 131142 and 131143
launched under the NSA-LA programme). About 140 participants are
foreseen.

The *overall objectives *of the Seminar are to contribute to (i) a better
project management by the Grant Beneficiaries under the NSA/LA Programme, in
consistency with the principle of aid effectiveness; (ii) the improvement of
knowledge on the roles of Project Managers and EC Task Managers; (iii) the
enhancement of cooperation and coordination among on-going projects and (iv)
exchange of experiences.
