To support capacity development, and dialogue among practitioners, EuropeAid
Unit B2 “Civil Society and Local Authorities” is organising an *Inception
Seminar* on 7-8 November 2013 on “Management of the Project Cycle and
Monitoring of Project Implementation”: for the Beneficiaries of new
projects (of Calls for Proposals 131140, 131141, 131142 and 131143
launched under the NSA-LA programme). About 140 participants are
foreseen.

The *overall objectives *of the Seminar are to contribute to (i) a better
project management by the Grant Beneficiaries under the NSA/LA Programme, in
consistency with the principle of aid effectiveness; (ii) the improvement of
knowledge on the roles of Project Managers and EC Task Managers; (iii) the
enhancement of cooperation and coordination among on-going projects and (iv)
exchange of experiences.

The Inception Seminar on “Management of the Project Cycle and Monitoring of Project Implementation”, in the framework of the  NSA-LA Thematic Programme, was held on  November 7th and 8th, at the beautiful venue of the Management European Centre, in Brussels.

The European Commission, like many other donor agencies, is providing growing levels of funds to support decentralisation and local governance in partner countries.
The government of Morocco is engaged in an ambitious programme of public sector reform. Some eight years into the programme, experience shows that such reform is time consuming and requires cross-ministerial support and robust regulation to be successful, writes Pierre Hennebert, E4 EuropeAid in a new report.
European Commission staff are already participating in online discussion forums and recently, a discussion group was launched on decentralisation and local governance, feeding into a workshop in Brussels in July. "I am a task manager for local governance and civil society in A. I only arrived a month ago and I am therefore still trying to get my head around this very complex issue. I greatly welcome this initiative both in terms of support but also in terms of having a good channel of communication with other delegations."
The regional workshops provide an occasion for colleagues working on democratic governance to meet and exchange experiences and ideas. This year, key topics included presentations and discussions on:
