The objective of this report is to describe the legal and financial framework for European cooperation via NGOs in Latin America, in the current context of external aid reform and to take a look at the quality of the NGO projects monitored during 2005.
The report seeks to give a holistic view of the results of the monitoring missions carried out in the Pacific region in the second half of 2005. A series of national programmes were covered plus the regional programmes of the 8th and 9th EDFs. All the projects covered were active.
