This participants’ kit introduces fiscal decentralisation, its four pillars (expenditure responsibilities, revenue assignments, intergovernmental fiscal transfers and sub-national dept and borrowing), decentralised public financial management and harmonisation and alignment of support to fiscal decentralisation.
