Gender Action Plan 2016-2020 - Council conclusions (26 October 2015)

The EU-Council adopted the new Gender Action Plan (GAP) 2016-2020 on 26th October 2015. It renewed and expanded the EU commitment toward Gender Equality and Women's Empowerment:

"Gender equality is at the core of European values and enshrined within the European Union (EU) legal and political framework. The EU and its Member States are at the forefront of the protection, fulfilment and the enjoyment of human rights by women and girls and strongly promote them in all external relations also beyond development cooperation." (Council Conclusions)  

The new Gender action plan is mandatory for all external relations of the EU, including Member States. The GAP 2016-20 includes 3 thematic priorities

  1. ·Ensuring girls’ and women's physical and psychological integrity
  2. ·Promoting the social and economic rights / empowerment of women and girls
  3. ·Strengthening girls' and women's voice and participation

and one overarching priority, on institutional cultural shift which aims at integrating gender equality in the "way of working" of all EU actors in external relations and development.
