House  [2]in London, The Forest Governance Forum contributes to the broader
objective of an EC-funded project, ‘Strengthening African Forest

The Illegal Logging Stakeholder Update meetings provide updates on the latest
initiatives, regulations and research in the area of forest governance and
trade in illegal timber. They have been at the heart of Chatham House's work
on the issue since the first meeting was held in 2002. The meetings are held
every six months.

The Forestry Commission of Ghana, in partnership with the Food and
Agriculture Organization of the United Nations (FAO) ACP-FLEGT Support
Programme and the European Forest Institute’s (EFI) EU FLEGT Facility, is
organising a regional workshop on “/Experiences from the FLEGT/VPA process
in West and Central African countries/”.

The major objective of the workshop is to bring together government
authorities, civil society organizations, private sector organizations,
professionals, researchers and technicians involved in the implementation of
the FLEGT/VPA process in *West and **Central **Africa* to share and discuss
*experiences and lessons* learned from the *FLEGT/VPA process*.

**This timely conference will examine the ten year history of the EU Forest
Law Enforcement, Governance and Trade (FLEGT) Action Plan, and explore any
lessons for the future. EU FLEGT has emerged as a uniquely inclusive,
innovative approach to  protecting forests and the livelihoods of the people
who use them.**

Les 15 et 16 octobre 2012, puis les 23-24 du même mois se sont t tenues, à
l’Hôtel Le Relais Saint André de Mbalmayo et la Résidence la Falaise de
Bonanjo à Doaula respectivement, les 1ère et 2ème session de
d’information et de formation des Organisations de la Société Civile
(OSC), des Collectivités Territoriales Décentralisées (CDT) et des
Comités Paysans-Forêts (CPF) à l’Observation Indépendante de la gestion
des forêts au Cameroun. L’organisation technique de ces ateliers était
assurée par la Brigade Nationale de Contrôle Forestier du MINFOF (BNC),
avec l’appui du Projet Observateur Indépendant au Contrôle Forestier et
au suivi des Infractions forestières (OI) financé par le 10ème Fonds
Européen de Développement (FED), dans le cadre de son programme d’appui
à la gouvernance forestière au Cameroun à travers une contribution à la
mise en œuvre du processus FLEGT (CM/002/08).

Aussi bien à Mbalmayo qu’à Douala, pour la première fois, le Ministère
en charge des forêts et de la faune et les OSC, les CDT et les CPF se sont
assis autour d’une même table pour débattre des problèmes liés à
l’Observation Indépendante de la gestion des forêts et trouver ensemble
des solutions pour permettre au processus d’observation indépendante
locale d’alimenter le Système de Vérification de la Légalité (SVL) en
cours d’élaboration dans le cadre de la mise en œuvre de l’APV-FLEGT,
ceci, par des informations fiables, vérifiables et crédibles (support :
photos des participants avec des parchemins).

Forests, and particularly tropical forests, play a major role for livelihoods
as resource and as safety nets for some of the most vulnerable population,
for the economy of developing countries, but also in terms of biodiversity.
Their role in terms of climate change adaptation and mitigation, has been
recently outlined in the context of the UNFCCC, with the ongoing discussions
on REDD (Reduction of emissions from deforestation and forest degradation).
In that global context, fight against illegal logging and governance issues
remain one of the top priorities of the European Union, and can clearly
contribute to address some of the above-mentioned challenges. The EU Action
Plan for Forest law enforcement, governance and trade (FLEGT) has been
adopted in 2003. It sets out measures to improve forest sector governance,
combat illegal logging and curb the related trade in illegally harvested
timber. Among the major elements of the Action Plan are the establishment of
Voluntary Partnership Agreements and the EU timber regulation.
European Commission and Member States have funded a number of projects on
FLEGT, implemented by private sector federations, civil society
organisations, Non Governmental Organisations, International Organisations
and partner countries agencies.
Objective
The objective of the meeting is twofold:
(1) to exchange information about the situation with regard to FLEGT Action
Plan implementation, particularly VPA developments and the EU Timber
regulation;
(2) to share lessons from FLEGT related projects, and see how project
experience can feed into policy development and strategic thinking.
These three days provide a great opportunity to learn from these projects
their deliverables, their challenges in implementation and their
contributions to our policies. Coordination between EU staff and project
partners that takes place during those days improves daily work and
efficiency in policy implementation and project management, both at country
level and ant a global level.
