Course Objectives

Training Objectives

The specific objectives of the course are for course participants to:

  • Be able to explain why environment and climate change are not stand alone sector issues but affect all areas of development co-operation.
  • Understand the benefits and challenges of integrating environment and climate change in EU development cooperation.
  • Become acquainted through practical examples with the tools (e.g. political economy analysis, EIA and SEA) and approaches (e.g. policy dialogue, awareness raising) to integrate environment and climate change at the various stages of the operations cycle.
  • Have the opportunity to work directly on projects and programmes from their own portfolios, bringing tangible and direct results for their work.

The course will use an appropriate mix of experience sharing, case studies, group work, presentations and films to foster a lively and engaging process.

The course can be organised and customised on demand at the request of EU Delegations or Units in HQ. It can be adapted to focus on issues or sectors of interest to the EU Delegation or Unit.

Complementary with other courses and prerequisites:

The course focuses on EC project and programme management cycle, tools and procedures and therefore complements the 4-day course on “Country-led environmental and climate change mainstreaming” and the 1-day course “Introduction to green economy”.

Country-led mainstreaming and green economy although referred to in relation to the EC operations cycle are not the primary focus of the “Environment and climate change in development cooperation” course. Participants are invited to choose the course(s) they attend accordingly. Guidance can be provided by Unit C2 in selecting the most appropriate course(s).

It is recommended, although not mandatory, to have attended the 3-day course on “Environment and climate change in development cooperation” or to have equivalent knowledge by experience before attending the “Country-led environmental and climate change mainstreaming” course.


Target Audience

The target audience of the course are colleagues from delegations and headquarters who are involved in environment and climate relevant sectors such as agriculture, energy, private sector development, trade, health, education, governance and other sectors.

The training audience also includes colleagues from delegations and headquarters overseeing an environmental or climate change portfolio. The approach will encourage these colleagues to take a very active role in the training.

As prerequisite participants will be asked to become familiar with definitions and concepts related to the environment, climate change, green economy and integration. Participants will be invited to share in advance a project or programme of their choice to work on during the course, thereby getting from the course direct and immediate results for their work.

Group exercises and case studies are designed so that the different roles and levels of experience and knowledge of different target groups are taken into account. 

Although not the primary target audience, when taking place in a developing country, the training course will be open to a limited number of government officials and other in-country stakeholders.
