Building on EU’s Domestic Experience in Inclusive Green Economy – case 4: the Life Programme, by the SWITCH to Green facility
The Life programme, one of the main EU financial instrument supporting environmental, nature conservation and climate action projects throughout the EU, exists since 1992 and has co-financed some 4306 projects. For the 2014-2020 period, it contributes approximately € 3.4 billion to the protection of the environment and climate. LIFE is a major source of lessons and inspiration for international cooperation on the green economy, considering the programme experience in areas such as green jobs promotion and support to SMEs in the circular economy.
The programme is open to the participation of third countries and provides for activities outside the EU. It also provides a framework for cooperation with international organisations.

Activities outside the EU are not the focus of the LIFE Programme, however remain eligible under conditions. In particular, activities relevant to environmental and climate action-related initiatives may be implemented outside EU borders, when considered justified in terms of improving effectiveness and adding value to the project. LIFE is open to the participation of international organisations, as well as of organisations from the following countries:
(a) European Free Trade Association (EFTA) countries which are parties to the Agreement on the European Economic Area (EEA);
(b) candidate countries, potential candidates and acceding countries to the Union;
(c) countries to which the European Neighbourhood Policy applies;
(d) countries which have become members of the European Environmental Agency in accordance with Council Regulation (EC) No 933/1999 (1).
