ELECTRONIC REGIONAL RISK ATLAS
The PPRD East Electronic Regional Risk Atlas (ERRA, http://erra.pprd-east.eu/) is an internet based tool designed to store hazard, vulnerability and exposure data including critical infrastructures, visualize disaster risk maps, help assessing the potential impact of disasters, and provide inputs to determine the most effective use of disaster risk management resources and funds.
The ERRA displays on a map the level of hazard, exposure and vulnerability related to earthquakes, floods, forest fires, landslides and industrial hazards for the Programme Partner Countries. Available maps also show where key infrastructures (roads, railways, dams, airports) and important public buildings are located.
ERRA is built on a web based Geographic Information System (GIS), which allows easy accessibility and high interoperability with national systems, standards and data formats. ERRA risk assessment methodology is based on recent developments at the EU level and in particular on the principles and approaches indicated in the Commission Risk Assessment and Mapping Guidelines for Disaster Management. Data on disaster, hazard, exposure, vulnerability and resilience were collected from Partner Countries as well as from international open sources.
ERRA is now installed and running in all six Partner Countries and further improvement of functionalities as well as expansion of information base are being planned in coordination with Programme partner institutions so as to increase the knowledge of risk exposure and of available response capacities in the region.
PPRD East 2 is now working on:
- the improvement of data comparability at national and regional level, in line with the requirements of the Hyogo Framework for Action and in consistency with the European common approach for information sharing,
- the increase of the coverage of ERRA, either in terms of geographical coverage or in terms of risks coverage, and
- the integration with European monitoring tools and early warning systems such as Meteoalarm and the European Flood Alert System (EFAS) in close collaboration with the EU Joint Research Centre (JRC) and the World Meteorological Organisation.
