Patrick Twomey

Patrick Twomey, BCL, LLM, Barrister. Director of the International Human Rights Network since 2003. IHRN advocates and provides capacity building support for human rights based approaches. Previously taught human rights at the Universities of Durham, Liverpool and Nottingham. As Co-Director of the Nottingham Human Rights Law Centre led Dfid-funded projects (“Independent Civil Society Monitoring of Human Rights in Russia” (1999-2003) and "Ukraine Criminal Justice System Reform” (1998-2003). He has served as a member of the College of Europe's Expert Group on Justice & Home Affairs; OHCHR' Advisory Group on Human Rights NGO training in Europe Central Asia and the Caucuses and is a member of Ireland’s Department of Foreign Affairs & Trade/NGO Standing Committee on Human Rights. Work for NGOs, governments and IGOs, includes governance/justice sector reform/civil society in conflict and post-conflict contexts. Has led evaluations for UN, EC, States and INGOs eg of Police Service of Northern Ireland training, projects combating torture by Association by the Prevention of Torture and DIGNITY, UK Foreign and Commonwealth office support to justice sector reform in Turkey and multiple donors support to the Afghanistan Independent Human Rights Commission etc. In 2008 led a review of HRBA in EU External Aid policies, for IHRN, the International Federation Terre des Hommes, Action Aid International, & Amnesty International. Training design & delivery includes annual IHRN programmes (HRBA, justice reform, human rights fieldwork etc) , pre-deployment training for EULEX Mission in Kosova & European Union EUMM Monitoring Mission in Georgia, NHRIs in Nepal, Palestine. Founding editor of the Human Rights Law Review.
