Budget Support
Practical Information
The training targets (in first instance, but not exclusively) European Commission staff both from Headquarters and the European Delegations who are currently dealing (and in the future) with Budget Support (or sector-related cooperation) programmes.
The course is also open to colleagues from the European Institutions, notably DG ECFIN, ELARG, TRADE, ECHO and the EEAS.
Training Objectives
The training course serves European Commission staff (and others) to either acquire or improve their knowledge of the EU Budget Support modality, in accordance to the Budget Support Guidelines 2017, be it in the context of development assistance, neighbourhood or pre-accession instruments. The training aims at strengthening the understanding of the Budget Support instrument, its three contracts and the importance of policy dialogue as a tool for obtaining sustainable results in a broad array of Budget Support operations.
The training aims at enabling participants to:
- Understand both the objectives and way of operation of Budget Support, as well as to apply the analytical instruments required for the various phases of the modality.
- Be acquainted with the reporting requirements during implementation and finalisation of Budget Support operations.
- Understand the importance of the technical, policy and political dialogues that form part of the Budget Support operations.
The course has been updated in November 2017; it integrates the update of the Budget Support Guidelines.
Compared to the previous 4.5-day course delivered from 2011 to mid-2017, the new course on Budget Support now lasts 3 days. It can take place both in Brussels and Delegation.
Method
Presentations, case studies, group exercises and discussions. Participation of Unit DEVCO A4 “Budget Support, Public Finance Management, Domestic Revenue Mobilisation” during the training is foreseen in order to better answer to participants’ questions.
