How to spend €89.2 billion: Early developments in international cooperation programming
The European Commission has proposed the creation of a ‘Neighbourhood, Development and International Cooperation Instrument’ worth €89.2 billion – 75% of which will be spent on political cooperation with partner countries and regions. Programming such an instrument will not be an easy task.
