Promoting Inclusive Growth through the 4Ps

An interesting article with good graphics and statistics. The comparison of the Philippines' 4Ps CCT programme with Latin American models is very useful. The article concludes that investments have to be made to increase the access of the poor to primary and secondary education so that they can take advantage of employment opportunities which are not available to most of the poor right now, i.e. these programmes which are supply-side (of services) dependent also have to look at the supply side!
