6th Annual DeLOG Meeting (2011) SDC: How SDC approaches Learning as a Precondition for Change: “Sustainable Municipal Finances” (Fiscal Decentralisation).

This 2011 SDC presentation summarises the SDC approach to supporting municipal finances. It is based on a learning project where donor grants and fiscal transfers, own revenues and borrowing and building capacity were assessed. The presentation includes recommendations from the project.

The learning project found that context matters and supporting municipal finances means interfering in local politics. Inter alia, it is recommended that SDC support municipalities’ own revenues to improve local autonomy and accountability and work more closely with the national structures.

SDC delivered this presentation at the 6th Annual Meeting of the Development Partners Working Group on Local Governance and Decentralisation (DeLOG).
