How to ensure the long-term global goal recognises the need to reduce emissions from land use change or even increase the carbon sink (negative emissions) while respecting social and environmental limits to land-based mitigation? How to ensure that removals of CO2 do not dilute ambition to reduce fossil fuel emissions?
