Improving European development cooperation: The link between relief, rehabilitation and development
This paper identifies aspects of European Union aid and development policy which provide opportunities to link between relief, rehabilitation and development.
It is divided into two sections: the first is on LRRD strategy, and the second is on LRRD implementation.
The authors argues that the reason for the two-fold approach is that EU efforts to pursue an effective LRRD strategy have often been hampered by EC administrative bottlenecks that block the implementation of LRRD. Therefore, both must be addressed, particularly since 2002-2004 will be a time of sweeping reforms at the EU that will afford important opportunities to produce new approaches to LRRD. Thus the report concludes with a list of ten main recommendations.
