Model law on electronic communications for Eastern partner countries

The Model law on Electronic Communications was prepared by the EU4Digital Facility together with the Eastern Partnership Electronic Communications Regulators Network (EaPeReg) and contributes to strengthening the independence of National regulatory authorities (NRAs) in the Eastern partner countries. 

The report is a sequel, bridging identified legislative gaps and related recommendations highlighted under the Insights report on independence of National Regulatory Authorities in Eastern partner countries.

The gaps assessment follows criteria listed under the Methodology on national electronic communications regulatory authorities’ independence assessment for Eastern Partnership countries.

The proposal for law contains generic references to articles and shall be linked to existing national legislation as well as adapted to the legal system. Within this model law, there are all the necessary norms ready for transposition to ensure full compliance with relevant requirements of the European Union.
