Task 1.1 Component 1 General System Analysis EN

The purpose of this document is to review the systems of air quality assessment and management in the ENPI East countries and the Russian Federation (hereinafter to be referred to as “Partner Countries” and to compare these systems with that developed and implemented in the EU. As a result, system gaps (missing parts of the system) and basic differences comparing to the EU practice are identified preliminarily. Detailed gap-analysiswill be carried out in the next phase of AQ Governance project activities for all parts of the system (policy, legislative, institutional, instrumental, operational and international levels).
