Uses and Scope of ROM: suitability of ROM information to draw overall qualitative conclusions on the EC Development Aid Portfolio

The present paper aims to understand and separate the different degrees of knowledge that the ROM system may provide at aggregate level on the EC Development Aid portfolio. The present paper is associated to the main research study “Causes underlying Effectiveness and Impact of EC Development Projects. Qualitative study based on ongoing and ex post ROM reports (2005-2007)”.
