Busan : Proposal for a Capacity Development compact

In the run-up to Busan, it has been asked to propose "Building blocks" which could constitute the future aid/development effectiveness architecture.

This is a potential building block for Busan on Capacity Development. It has received the support of various partner countries and donor agencies. It is competing with other such building blocks proposals.
