"Working better together through Joint Implementation" in the radar of ROM reviews
Last May 2020, ROM contractors and experts were presented with the principles and rationality of "Working Better Together for the Implementation of the 2030 Agenda through joint implementation" during a webinar organised by DG DEVCO 04 (Evaluation and Results) in collaboration with DEVCO A2 (Development Financing and Effectiveness, Relations with Member States).
As a matter of facts, the EU's Global Strategy and the new European Consensus on Development make a strong case for "working better together" at partner country level through joint programming and joint implementation by the EU and its Member States. Joint implementation, whether financial or non-financial is when shared objectives are translated into collaborative action by establishing arrangements for working better together. It is a way of promoting more coherent, effective and coordinated EU support based on shared objectives in selected sectors or on a specific cross-sectoral themes and tailored to the country contexts.
This specific approach is now in the radar of ROM reviews!
Through a presentation and several exchanges, the experts were provided with guidance on how to apply specific monitoring lenses when reviewing joint implementation interventions, particularly when assessing i) Coordination, Complementarity and EU added value, ii) Efficiency, iii) Effectiveness, iv) Communication and visibility.
